Softwood Pulp Talks Stall

Talks on softwood pulp have stalled for the ninth time in four years. A share of the pulp used in American tissue crosses the northern border, a figure the administration has begun describing in language usually reserved for ordnance.

The Canadian trade office says it has been trying to reach someone about this since Tuesday.
