Diplomats Preserve Human Control of Military AI by Adding Person to Diagram
The proposed oversight standard requires a clearly visible human figure, with arrows showing that somebody could theoretically be consulted.

A diplomatic working group considering military artificial intelligence has circulated an oversight standard requiring every command diagram to include at least one human being. The proposal emerged during renewed international discussions about retaining human judgment as software assumes a larger role in gathering information, assessing threats and recommending military responses.
The draft defines meaningful human control as a person occupying a box with an unobstructed view of at least two arrows. The box must be large enough to contain a job title. A person depicted only in the legend would qualify during a transition period ending after the next procurement cycle.
"We need to be able to locate responsibility," a working-group spokesperson said. "At present it is often somewhere in the system. Under this proposal it will be in the lower left, where an inspector can find it without requesting access to the software or interrupting an operational demonstration."
Delegations remain divided over how much time the human box should receive before a recommendation proceeds. The current text allows national authorities to determine an appropriate interval, provided the interval can be displayed in a briefing. Fractions of a second must be rounded upward when translated into meeting minutes.
A technical annex addresses systems that generate new diagrams more quickly than a person can review them. In those cases the human figure may be reproduced automatically, preserving continuity of oversight across successive versions. The reproduced official retains the original's authority but does not accrue additional leave or pension contributions.
Smaller delegations have requested assistance with the cost of keeping a person in every diagram. A shared regional human is under consideration, although officials would need to demonstrate that overlapping arrows do not place the same individual in two simultaneous chains of command without an approved secondment arrangement on file.
The working group will accept comments until the end of the month, after which the draft will be returned to the technical subgroup for formatting. An accessible version will identify the human figure in text. The current example uses a gray rectangle labeled Authorized Officer, with the explanatory note directly underneath.
