Households Issued Confectionery Credit Ratings Ahead of Halloween
Porch assessments will help children distinguish a temporary candy shortage from a structural inability to provide a second piece.

The Office of Seasonal Solvency began assigning confectionery credit ratings to participating households Sunday, allowing trick-or-treaters to assess a porch's capacity to meet its obligations before committing to the steps. The voluntary scheme follows a weakening candy market and growing concern about the reliability of bowls described as full.
Inspectors determine each rating using available sweets, expected foot traffic and the proportion of stock already consumed by the homeowner while standing in the kitchen. A household can hold sufficient reserves at inspection and still receive a negative outlook if an adult has opened the bag from the bottom.
Ratings range from Triple Chocolate, indicating capacity to withstand an unexpected second group of children, to Selective Distribution, under which a household must recognize at least one accompanying parent. Properties offering advice about dental hygiene are classified as information providers and excluded from the confectionery index altogether.
"The question is whether this address can service the next witch," an office spokesperson said. "We do not assess the quality of the costume. That remains a matter between the witch and the household, subject to the ordinary appeals process and the continuing availability of the doorbell."
Children approaching a lower-rated property may be asked to accept a smaller initial distribution, with the balance payable after a parent returns from the supermarket. The office requires these deferred treats to be recorded separately from promises that there is probably another bag somewhere in the utility cupboard.
Households can improve their standing by buying additional reserves or arranging reciprocal support with a neighboring porch. Such agreements must specify which household will answer the door if both run out. A lit plastic pumpkin is no longer accepted as evidence of funding unless accompanied by a stock declaration.
A limited supply of provisional rating cards will be available at the municipal counter through Friday. Applicants should bring an unopened sample and a utility bill showing the distribution address. Cards are printed on orange stock, with the rating on the front and the inspection date below it.
